Robert L. Aylward
Chief Executive Officer and President
A seasoned executive known for driving profitability, Bob brings more than 30 years of experience to Jones|Carter. Previously, Bob held executive positions for organizations in the energy, business services, telecommunications, defense contracting, and construction industries. Bob promotes innovative business approaches that produce exceptional results by diagnosing issues, utilizing strategic planning, developing new products and customers, revising management processes, mentoring executive teams, and facilitating acquisitions.
Tobin T. Synatschk, PE
Bringing 20 years of experience to his position as the Water Practice Leader for the Houston Metro Region, Tobin joined Jones|Carter in 1994. His work includes cost analysis, comparison of alternatives, and presentation of final design concept for approval by clients, as well as regulatory agencies. Tobin was actively involved in the review and revision of the criteria that govern the design of wastewater treatment plants and lift stations through HCEC. Currently he is the District Engineer for Harris County MUD 156, West Harris County MUD 1, Harris County MUD 25, Harris County MUD 172, Green Trails MUD, and the White Oak Bayou Joint Powers Board.
Kevin R. Krahn, PE
Municipal and District Services Practice
Kevin is the Municipal and District Services Practice Leader, joining Jones|Carter in 2015. His experience includes a variety of large-scale infrastructure initiatives related to municipal and transportation projects, including managing the full life cycle from inception through construction. His technical experience encompasses design of water transmission and distribution systems, urban storm drainage improvements, urban channel improvements, wastewater collection systems, and roadway design and reconstruction projects.
Robert A. Maxwell, PE
Rob has more than 25 years of transportation and engineering experience. He has provided program management, feasibility studies, schematic planning, long range planning, preliminary engineering, final design, construction administration, and construction management for public works and infrastructure. He has also been engaged in governmental and legislative affairs from the city level up to the Texas legislature supporting key business, infrastructure funding and engineering initiatives.
Bryan P. Kennedy, PE
Community Development Practice
Before joining Jones|Carter’s Dallas office in 2007, Bryan worked in the Houston regional office. He has been with the firm since 1996. Bryan’s experience includes the management of street and underground utility design, sanitary sewer rehabilitation, hydraulics and hydrology projects, water and wastewater projects, park and recreational facilities projects, and the firm’s Geographic Information Systems (GIS) activities. He has served as District and City Engineer for several municipal utility districts and cities.
Clayton O. Black, PE
Site Development Practice
Clayton began his professional career with Jones|Carter in 2003 as Design Engineer. In his tenure here, Clayton has managed the design and construction of a wide range of complex mixed-use and master planned developments. He is responsible for management and design of land development projects throughout Texas. Day-to-day activities include client and governmental contact and coordination, design oversight and project management of underground utilities, paving design, and drainage and detention analysis/design. Clayton currently serves on the Board of Directors of the American Council of Engineering Companies – Houston (ACEC-Houston) chapter.
Carlos P. Cotton, PE, RPLS
Carlos merged his existing company, Cotton Surveying Company, with Jones|Carter in 1982 and became a managing partner with the firm. From 1996 to 2014 he served as COO and CFO of the firm. Carlos is an adjunct professor in the School of Civil Engineering at Texas A&M University, his alma mater. He has been very active in the establishment of a summer mini-semester course that is designed to provide real-life surveying experience to civil engineering students. He is the lead teacher and curriculum designer of this class.
Stan R. Winter, AICP
Land Planning Practice
As acting practice leader for Land Planning, Stan brings over 30 years of planning experience to each project, reflected in a keen aptitude for creating design solutions to a myriad of land development challenges. Stan joined Jones|Carter after working on a number of high-profile projects, particularly suburban developments for the private sector, during which he became a strong advocate for clients, fully representing their needs throughout the design and approval process. He has been instrumental in the design and approval of hundreds of projects, championing the mutual goals of the client, city staff, elected officials and the community.
James C. Jones, PE
Hydrology & Hydraulics Practice
James has worked for Jones|Carter both nationally and internationally in several practices, gaining the knowledge and experience to oversee projects from multiple disciplines from the initial stages of project inception and modeling through final design and construction. Active in the community, James is a director for the Greater Houston Chapter of the Texas Society of Professional Engineers and is a Past-Section Trustee and Past-President for the Southeast Chapter of the Texas American Water Works Association. As a further commitment to the engineering profession, he is a member of the Advisory Council for the Zachry Department of Civil Engineering at Texas A&M University.
