Robert Maxwell, PE, with engineering firm Jones & Carter, Inc., serves the North Houston Association as Chairman of the Transportation Committee, a position he has held since 2005. He promotes the missions and goals of NHA and the Transportation Committee in multiple ways. During the last five years, Mr. Maxwell and his committee have developed the Association's Strategic Mobility Plan. This document has served to communicate the mobility needs of the region to the members, the community and policy makers in the region. Mr. Maxwell promotes the Association through roadway ribbon-cutting ceremonies. After completion of the Sam Houston Parkway and SH 249 Interchange, Mr. Maxwell working with NHA staff, HCTRA, and TxDOT, helped facilitate the organization and planning of the opening of this important regional mobility project. For West Rayford Road, Mr. Maxwell helped staff promote the Association by hosting a ribbon-cutting ceremony with Harris County Commissioner Jerry Eversole and the Developer of this important east-west route in Harris County Precinct 4. Mr. Maxwell served as NHA's representative in front of The Woodlands Community Improvement Association Board of Directors to help champion the Grand Parkway. He was requested to present the facts of the project to the Board to encourage their support for the construction of this vitally important new highway. Mr. Maxwell formerly served as the Association representative on the Gulf Coast Regional Mobility Partnership. Actively engaged in the local community, Mr. Maxwell promotes NHA by reporting on the Transportation Committee monthly meetings at the South County Woodlands Chamber of Commerce Mobility Team and the Greater Tomball Area Chamber of Commerce Mobility Team meetings. This advocacy for North Houston Association has helped to promote the mission and goals and its members.

The competition was Each finalist was invited to deliver their design presentation to the Forum's jury panel. December 4, 2009 Jones & Carter, Inc. is Pleased to Announce The Meridian Project Has Begun Construction |
We have completed construction documents, bidding and pre-construction meetings for the Onion Creek Rehabilitation and Nursing Center. The 44,000 square-feet facility being developed by Meridian Realty Advisors, LP, will serve 125 seniors and is located on a 4.5 plus-acre tract at 1700 Onion Creek Parkway near IH 35 and FM 1626. Dallas-based Meridian is an owner and operator of 11 other Skilled Nursing Facilities throughout Texas. It focuses its facilities on rehabilitation and is looking to address the needs of senior citizens in the growing southern corridor of Austin. Starr Construction of Tyler is the General Contractor for the work that is to commence immediately. Haegelin Construction is the subcontractor for the utility work. Completion and opening is planned for Fall 2010. The Texas Department of Aging and Disability Services reports that the Central Texas area is expected to see an increase of over 300% in the 60+ demographic by the year 2040. The Comprehensive Housing Market Study prepared by BBC Research & Consulting for the City of Austin in March 2009 also reported a great need for assisted housing for seniors. Jones & Carter, Inc, is honored to be a part of this project that takes a step toward meeting these housing demands. The 4.5-acre Meridian development is on the southwest corner of a 64-acre tract formerly the home of Adams Extract headquarters. Zoned CS-MU-CO, the remaining 59 acres is planned to accommodate retail and multifamily development. The lots have water and wastewater service provided by Austin Water Utility, electric by Austin Energy and gas by Texas Gas Service. Jones & Carter, Inc. provided the civil engineering services including resubdivision of the parent tract, subdivision improvement construction plans for extension of Onion Creek Parkway as a private drive and Service Extension for a 16-inch water main, design and approval of Site Development Permit plans including compliance with commercial design standards, and TxDOT utility permit.

Jim brings 25 years of engineering expertise including design, project supervision and regulatory approvals. Jim is known for his speedy delivery of project approvals as a result of his relationships with the governmental agencies that review and approve entitlements for land development. He graduated from the University of Maryland in 1982 with a Bachelor of Science degree in Engineering. Jim provided senior level technical & management support for this project.
