Jones & Carter, Inc., formalized our Strategic Plan in 2000 and started an aggressive growth program to create the critical mass necessary to compete in the changing world of surveying and engineering. Since that time we have grown from a company of slightly over 100 people to our current size of approximately 355. We have plans for additional growth in key market sectors and geographic areas in the coming years. Our growth will provide many opportunities for our staff and our company as we move forward to meet the goals and objectives of our Strategic Plan. Therefore, we are pleased to announce some very important management changes that are integral to our long-term, Jones & Carter, management transition and company growth strategies. |

Corporate Office |

Bobby G. Jones, P.E., Senior Vice President, is promoted to a new corporate position - Land Development Activities. Bobby will report directly to Bob Jones, P.E., RPLS, and will have statewide land development responsibility. In his companywide land development role, he will have corporate oversight and direct responsibility for all land development activities: projects, project coordination, statewide business development, and marketing. He will also assume responsibility for oversight of certain regional and division offices.
Bobby, a Texas A&M graduate, joined Jones & Carter in 1984 as a project manager. He has filled a litany of positions during his tenure with the company. He has served as the Houston Regional Office Manager for almost seven years. |

Thomas M. Stroh, P.E., is promoted to Senior Vice President, Corporate Operations. Thomas will report directly to Carlos P. Cotton, Chief Operating Officer, and will assume responsibility for specific corporate operational activities. He will maintain offices in both Houston and Dallas for the next year and will retain responsibility for several projects that are in various stages of negotiation on behalf of our clients in the Dallas area.Thomas, a Texas Tech graduate, joined Jones & Carter in 1992 as an E.I.T. He grew to manage several key projects and clients in Houston before moving to Dallas as our Dallas Regional Manager in 1998. He is a shareholder and currently serves on our Board of Directors. |

Larry, a Texas A&M graduate, joined Cotton Surveying Company in 1977 as a senior project surveyor and engineer. After Cotton Surveying merged with Jones & Carter, Larry moved into project management and ultimately led the development and growth of our Houston Construction Division. He is a shareholder in our company. |

J. Bryan Jordan, P.E., is promoted to Senior Vice President, Houston Regional Office Manager. He will report to Bob Jones, P.E., RPLS. Bryan will assume full responsibility for management of the Houston office. Bryan, a Texas A&M graduate, joined Jones & Carter in 1992 as a young E.I.T. with initial engineering and ultimately project management responsibility for the Longwood Subdivision, one of our signature projects. He managed the Houston Land Development Division before moving to Austin in 2002 as the Regional Manager. He is a shareholder and currently serves on our Board of Directors. |

James M. Schissler, P.E., is promoted to Vice President, Austin Regional Office Manager. He will report to Bob Jones, P.E., RPLS. He will assume full responsibility for the Austin office. He will maintain his client involvement and assume the additional Regional Manager's duties.Jim, a University of Maryland graduate, joined Jones & Carter in 2005 as a senior project manager and head of our Austin Land Development Department. |

Ronald L. Hauck, RPLS, Survey Department Manager, is promoted to the Survey Division Manager. Ron will report to Ed Shackelford, P.E., and will continue to oversee the Survey Division activities which includes business development, project management, and field crew oversight.Ron joined Jones & Carter in October 1994 and earned his RPLS license in December 1999. He was promoted and transferred to the Woodlands office as the Survey Department Manager in May 2003 when Jones & Carter acquired the assets of Sitech Engineering Corporation. |

Jonathan S. Unterreiner, P.E., Project Manager, is promoted to a new Land Division position of Land Development Department Manager (LD1). Jon will report to Bradley Jenkins. His experience while at Jones & Carter includes utility district representation and land development design. Jon will continue to represent his water district clients, manage land development projects, and pursue business development opportunities.
A 1998 graduate of the University of Florida, Jon joined Jones & Carter in January 2000 after working in the waste industry for a couple of years. Jon earned his professional engineer license in the fall of 2003 and transferred to the Woodlands office in December 2003. |

His experience while at Jones & Carter includes utility district representation and general civil engineering design. Erich will continue to represent his water district clients, manage client related projects, and pursue business development opportunities.A former Jones & Carter intern, Erich is a Texas A&M graduate, and joined Jones & Carter immediately after graduation in May 1999. He transferred to the Woodlands office in December 2003 and earned his professional engineer license in the spring of 2004. |

Pledger Kalkomey, Inc., joins the Jones & Carter, Inc., Team |
Jones & Carter, Inc., announced this morning that it has acquired the engineering and surveying firm of Pledger Kalkomey, Inc.
Pledger Kalkomey has 28 employees with offices in Brenham, Bryan, and Rosenberg, Texas.
"Pledger Kalkomey is a great fit for Jones & Carter and allows us to expand our geographic footprint into growing market areas with proven professionals," said Bob Jones, president of Houston-based Jones & Carter, Inc. Adding, "Pledger Kalkomey's core business is comprised of municipal, land development, and surveying work that is very similar to our existing business activities."
The acquisition adds three new city offices to Jones & Carter's four regional offices that are located in Houston, Dallas, Austin, and The Woodlands. The company intends to continue all work with existing clients and plans to expand the engineering services that will be available in each of the Pledger Kalkomey offices.
John E. Pledger, III, will manage the Brenham office and will continue to serve as president of the Pledger Kalkomey subsidiary. "John (Pledger) is a critical component of our expansion into smaller cities that surround and support the Houston Metroplex," said Jones. "We could not be happier that we were able to make this acquisition and were able to retain the key principals to help us take our company to the next level."
Steve Duncan will continue to manage the Bryan-College Station office. "Steve is well established in my B-CS hometown (Jones graduated from A&M Consolidated High School and Texas A&M University). He will be a significant player for Jones & Carter as we move forward with our plans to provide even more engineering services for the Brazos Valley," Jones added.
Charles Kalkomey is a long-time fixture in the Richmond-Rosenberg area. "Charles adds strong technical expertise to our staff along with his long history of providing both engineering and surveying services for the area."
Jones & Carter is now a 330-person general civil engineering company with its headquarters in Houston, Texas. It is one of the largest "Texas-owned" companies that provide municipal, land development, planning, transportation engineering, and surveying services throughout Texas.

Larry A. Weppler, P.E., RPLS, Vice President, is promoted to a new corporate position - Corporate Construction Manager/QA/QC. He will report directly to Bob Jones, P.E., RPLS, and will have construction management and oversight responsibility for the entire company and will assist each of the offices as we establish new construction departments and train personnel. He will develop and administer a companywide Quality Assurance and Quality Control program. He will also continue to handle Fort Bend County WC&ID No. 2.
