In 2009, Jones|Carter developed the City’s Groundwater Reduction Plan (GRP) which reduces the City’s dependence on groundwater by converting to an alternative source. Based on current projections, the City will need approximately 3.0 MGD of alternative water by 2016 and 6.0 MGD by 2025.
Since the approval of the GRP, Jones|Carter has played a significant role in working with the City of Rosenberg on their implementation of the City’s GRP. We assisted in negotiating a cost effective solution to purchase water from the Brazosport Water Authority. The water supply contract gives the City a reliable source of water through the 2025 conversion date and beyond and will save them approximately $10M by circumventing the need to construct and manage a surface water treatment plant.
JC has worked with the City of Rosenberg for 21 years and currently serves as the City Engineer. We meet regularly with city staff and elected officials to oversee the city’s engineering needs including managing public infrastructure contracts and inspection of ongoing construction projects. We represent Rosenberg on Fort Bend Subsidence District issues and provide expertise and guidance to staff on budgeting, traffic studies, annexations, water and wastewater plant operations, water distribution system and wastewater system operation, impact fee assessments, park land dedications, capital improvement projects, and assessment management planning, state and federal permitting, coordination with Fort Bend County and TxDOT, and public/private partnerships. Among other duties, we serve as the flood plain administrator handling:
- Water and wastewater infrastructure improvements to expand and upgrade the City’s utility systems
- Design Drainage System Improvements within the City
- Negotiations on behalf of City Staff for the creation, expansion, and operation of special districts, such as municipal utility districts, within the City and its extraterritorial Jurisdiction
- Review of platting and subdivision submittals, including public infrastructure plans
- Review of commercial site development plans for required permit approvals
Jones|Carter is currently in design of a 1.5 million gallon elevated storage tank, a water plant to receive the water from the Brazosport Water Authority which includes 3 million gallons of ground storage, and the conversion of the existing water plants to chloramine disinfection.
We are also currently working to expand the City’s SCADA system to include the wastewater lift stations and coordinating the construction of a 700 acre-foot regional detention facility using private businesses to market the material from the facility. We have created their regional plan for the use of reclaimed water, with the first two phases of this plan constructed and in operation.
