Jones & Carter, Inc. served as the design and construction management engineer for the five (5) phases of Water Plant No. 1 listed above. The first phase included a 500,000-gallon composite elevated storage tank (EST) on a new site and offsite 12- and 16-inch waterlines. A distribution analysis was performed to determine the optimum height and head range for the EST. The EST was constructed by Landmark Structures, Incorporated.

The second phase included a 1,400-gpm remote water well, plant piping, controls, and electrical. Steps were taken to minimize the impact of construction on the surrounding residents. The water conveyance line from the remote well site to the water plant was constructed in an earlier contract before houses were built along the route of the waterline. Also, during construction sound walls were constructed around the construction site to reduce construction noise.

The third phase included the replacement of two (2) booster pumps with two (2) 2,500-gpm pumps. Piping and electrical modifications were also included in this project.

The fourth phase included a one (1) million gallon pre-stressed concrete ground storage tank, plant piping, controls, and electrical. Concrete tanks tend to have a higher capital cost than welded steel and bolted steel ground storage tanks; however, a life cycle cost analysis showed that a concrete tank would be more economical in the long term for the District.

The fifth and final phase of Water Plant No. 1 is currently under design. It will include a 1,200-gpm remote water well and two (2) 2,500-gpm booster pump replacements.
