Tropical Storm Allison Recovery Project (TSARP)
After the devastation caused by Tropical Storm Allison in 2001, it was clear that a new focus was needed with respect to floodplain management and that there were far too many streams that had not been studied in the heavily populated Harris County. TSARP was a countywide FEMA level study of every major stream and channel to determine flood hazards using updated Hydrologic & Hydraulic data. Jones & Carter, Inc. joined in the TSARP effort and played a key role by completing Flood Insurance Studies (FIS) for three previously unstudied streams to determine the floodplain and flood hazard conditions for their respective watersheds. In addition, 23 technical protests and appeals were submitted to revise and update the proposed FEMA floodplain determination based on known existing conditions. These submittals were based on detailed topography, re-analysis, and site-specific data that challenged the TSARP findings.
