This was a fast track project that had to be completed by January 2004 for the inauguration of service for METRORAIL and Super Bowl XXXVIII.
Specifically the project consisted of two bus terminals, an extension to the Light Rail Station, a structure on the east side of Fannin, and a bridge connecting the multiple structures. The project included sitework, i.e., grading, paving, underground utilities - water, sewer, drainage and electrical facilities, structural concrete, steel erection, and specialty trades - elevators, glazing, painting, roofing and landscaping.
Jones & Carter, Inc., provided construction contract administration and field project representation services for this project. The Resident Engineer (R.E.) was responsible for documenting all meetings including the Preconstruction Meeting and the weekly Construction Coordination Meeting. The R.E. was also responsible for processing construction submittals and coordinating with the design architect and engineer of record. The R.E. negotiated change orders and prepared the proper documentation with recommendations to METRO. Additionally, the R.E. reviewed and commented on construction schedule updates, and coordinated with the City of Houston, the Texas Medical Center and the private utilities along with other contractors working in the general facility.
Field Project Representative's (FPR) provide project Quality Assurance. The FPR provided on-site coordination with the Contractor, prepared daily Quality Assurance Reports, assisted the R. E. in change order evaluation, schedule monitoring, and kept the on-site records.
