Chapter 9 & 13 Recommended Updates

The City of Houston’s Redevelopment and Drainage Task Force has recommended updates to the current City of Houston Infrastructure Design Manual Chapter 9 and Chapter 13 Design Standards. These Design Standards impact detention, sheet flow, fill, and encroachments in the City right-of-way.

The City is considering accepting the recommended changes to help reduce the risk of flooding and flood-related losses from new development and redevelopment projects. See the graphic below for a summary of changes.

Chapter 9, the Stormwater Design Requirements chapter, comprises rules for designing public storm sewer systems and private detention basins.

Chapter 13, the Stormwater Quality Design Requirements chapter, contains rules ensuring the quality of storm sewer discharge into receiving storm sewers.

The City would like your input on the potential changes. Open house meetings and an online survey are available for public participation.

The Online Survey closes Monday, July 30, 2018 at 5 PM.

Should the recommendations be adopted, they will be implemented on September 1, 2018, alongside the updated Chapter 19 Floodplain Ordinance. Plans submitted before September 1st will be approved and constructed under the previous rules.
