Jones|Carter provides full Program and Construction Management services as a proactive, reliable partner to promote the successful completion of projects and programs on schedule and within budget. Our Team has provided oversight and management for state agencies, counties, cities, regional authorities, and special districts.
J|C understands that every project has unique requirements, which is why our team is flexible and multi-disciplined to provide process-driven, comprehensive services for a variety of projects from capital planning through long-term maintenance. We have worked with complex site requirements, various permitting procedures, oversight boards and public outreach, all while monitoring for schedule and cost control.
To best serve our clients, the Program Management Team works to integrate technology specifically designed to increase efficiency and production for projects. Our Team also understands the importance of consistent communication, which is why we develop a specific communication protocol on each project.
From planning and coordination, to design, construction, and commissioning, our team works as an extension of your staff. We seek to consistently provide a high level of stewardship to our client’s resources, which starts with fiscal responsibility. J|C specializes in serving both public and private clients with experience in community infrastructure, including facilities for transportation, water, and wastewater.

The Houston Bike Plan was adopted by City Council in 2017, with a stated vision to make a safer, more accessible, gold level bike-friendly City by 2027. The Plan aims to improve safety, increase access, and develop and maintain bicycle facilities throughout Houston.
Jones|Carter has served as the Program Manager for City of Houston TIRZ 5, otherwise known as Memorial Heights Redevelopment Authority (MHRA) since 2015. MHRA was established in 1996 to provide the necessary plans and programs to support the projected growth in the Memorial Heights and White Oak Bayou recreational corridor. The MHRA is primarily focused on reconstruction of public infrastructure that encourages economic growth through private redevelopment. In 2015, annexation resulted in MHRA’s ability to begin improvements focused on the long-term stability and the viability of the area.
Jones|Carter has served as Program Manager for the City of Houston’s Tax Increment Reinvestment Zone 11, otherwise known as N. Houston Development Corp. (NHDC), since 2006. The NHDC was created in 1998 to facilitate development and redevelopment in the Greenspoint area.
Jones|Carter has served as Construction Manager for Springwoods Village since 2013. Springwoods Village is a 2,000-acre master planned community located within the Harris County Improvement District 18, just south of The Woodlands and 20 miles north of downtown Houston. The J|C team has had staff located onsite since 2013.
Jones|Carter serves as Program Manager for more than 100 Utility and Special Districts throughout Texas. Our Team partners with each District’s Board of Directors to plan, maintain, and operate long-term infrastructure to improve the quality of life and provide modern amenities to communities within our districts.
